Parking Regulations
Effective August 1, 2006
These regulations are established and published for the safe
control of traffic and parking on the College campus and at off campus
sites. These regulations apply to Students, Faculty,
Staff, and Visitors to the campus.
General Provisions
Parking on campus throughout the year, including break periods
for Faculty, Staff and Students is by decal only. Visitor parking is
permitted in marked spaces during business hours only.
Overnight parking is prohibited; exceptions may be granted for
Faculty, Staff and Students by Campus Police.
The registration of a vehicle on campus does not guarantee a
parking space, but affords the registrant an opportunity to park
in authorized parking areas when parking space is available.
The exception is when a Faculty or Staff member purchases an
annual decal at the premium rate. This permits the holder to
designate a particular space within designated Faculty/Staff
parking areas for exclusive use during the academic year. The
space will be designated by a number and sign.
The College is not responsible for losses due to theft or damage
to vehicles while parked on College-owned property or while
parked on any property leased by the College.
The Thomas Nelson Community College Parking Services Office
and Campus Police are responsible for the administration and
enforcement of these regulations and may impose traffic control
restrictions as required. Conference parking, special events
parking, and all temporary parking requirements of the College
are to be scheduled and approved through Campus Police by
the College sponsor and/or host.
All vehicles must display current Division of Motor Vehicle
registration plates and must also be covered by liability insurance.
Infractions of these parking regulations are the responsibility of
the person who registered the vehicle on campus.
Vehicle Registration
All vehicles operated and parked on College property and off
campus sites by Faculty, Staff and Students must be registered
annually with the College’s Parking Services Office. The Parking
Services Office is located in Diggs Hall, room 109. The
registration year extends from September 1 to August 31. All
parking decals expire on August 31.
Faculty and Staff must register their vehicle each year during
the months of July or August. All new Faculty/Staff must register
their vehicle within ten (10) days of employment. Vehicle
Registration cards are available in the College’s Parking Services
Office. To obtain a parking decal, the person registering the
vehicle must present a current vehicle state registration, a EMPLID
number, and present a driver’s license. Registration cards must
be completed and turned in to the College’s Parking Services
Office, which will issue a parking decal for the appropriate
registration year. Decals must be permanently affixed to the
vehicle in accordance with college policy.
Students must register their vehicle each year at the Parking
Services Office by no later than the end of the second week of
the semester or within twenty-four (24) hours after having been
obtained, if the class for which the student registered begins after
the second week of the semester. To obtain a parking decal, the
person registering the vehicle must present a current vehicle
state registration card, be a currently registered student, present
a driver’s license, and know his/her student/EMPLID number.
Vehicle registration cards must be completed and turned in to the
Parking Services Office, which will issue a parking decal for the
appropriate registration year. Decals must be permanently affixed
to the vehicle in accordance with college policy.
Parking decals must be affixed in accordance with instructions
issued with the decal.
Persons with a registered vehicle who need to operate a different
vehicle temporarily, not to exceed five (5) times per semester
and /or no more than fourteen (14) calendar days, must secure
a temporary permit, at no charge, from Parking Services Office
or Campus Police.
Physically disabled persons must display the Commonwealth’s
handicapped license plate or placard to park in handicapped
spaces on campus. Faculty, staff and students operating motor
vehicles that display handicapped license plates or placards
must also register their vehicle with the Parking Services Office
and obtain and display a parking decal.
Registration Fee
All fees must be paid by cash or check only. Checks must
be made payable to TNCC Parking Fund.
Faculty and Staff will be required to pay a registration fee of $30
per year. Students will be required to pay a fee of $20 per year.
Faculty and staff employed by the College at the beginning of
the summer will be allowed to purchase a decal for a fee of $15.
Students entering the College at the beginning of the summer
semester will be allowed to purchase a decal for a fee of $10.
Additional decals will be sold for one-half the appropriate fee
which will be $15 for faculty and staff and $10 for TNCC students.
Faculty, staff, and students who have a TNCC registered vehicle
that has been sold/traded (or the area which houses the decal
has been replaced) are required to remove and return the
number portion of the previously assigned decal back to the
Parking Office for a replacement at no charge. Anyone unable
to fulfill the requirements must pay the appropriate additional
decal fee.
Designated parking decals for Faculty and Staff are available at
a cost of $220 per year. This will entitle the decal holder to
request a particular space to be designated for his/her exclusive
use. Space designations apply; Faculty and Staff must designate
a space in a Faculty/Staff lot.
Parking Decals and Allocation of Parking Lots
Faculty/Staff parking decals allow for parking in parking lots
designated for Faculty/Staff parking. Student parking decals
allow for parking in parking lots designated for Student parking
and designated roadway parking spaces.
Faculty/Staff parking decals will not be issued to work-study
students or other student workers.
Faculty and Staff parking at the Hampton III Building, located at
525 Butler Farm Road, must display a TNCC Faculty/Staff
parking decal on their vehicle. Students parking at the Hampton
III Building, located at 525 Butler Farm Road, must display a
TNCC parking decal on their vehicle. Student parking begins
after 3:00 p.m.
TNCC parking decals are also required at the following off campus
locations: Historic Triangle located in the Busch
Corporate Center in Williamsburg, TNCC Nursing Laboratory
located at 91 E. Mercury Boulevard in Hampton and the College
of William and Mary(if enrolled in or teaching a class at that
location).
Two-hour (maximum) Visitors’ parking is provided in
designated Visitors’ parking spaces. Students, Faculty, and
Staff are not permitted to use Visitors’ spaces at any time. Visitors
who plan to be on the campus for more than two hours must
obtain a Visitor’s permit, which will allow them to park in student
lots. Organizations which need blank Visitor permits may obtain
them from the Parking Services Office or Campus Police.
Posted reserved parking areas located in various parts of the
campus are designated for specific users.
Regulations and Violations
It is a violation to park an unregistered vehicle (unless one is a
Visitor to the campus and parks in a Visitor’s space) or to fail to
display a current parking decal properly.
Parking Penalties
Fines are payable within 30 calendar days of the offense. Checks
should be made out to TNCC Parking Fund. Students who fail to
remit fines within 30 days of their violation will have the fines
added to their student account by the Parking Office. A $10.00
late fee will be imposed on all tickets not paid within thirty (30)
days after having been issued. Students, Faculty, and Staff who
fail to remit fines and those who repeat violations of parking
regulations may suffer the loss of parking privileges. In addition,
Students may be precluded from registering for classes or
receiving an official transcript. Faculty, Staff and Students may
also be subject to the Commonwealth’s debt set off program if
fines are not paid within the time specified.
Vehicles parked overnight without proper authorization, in fire
lanes, impeding the normal flow of traffic or normal function of
the College are subject to towing at the owner’s or operator’s
expense. Unauthorized vehicles parked on campus are subject
to being wheel locked or towed.
Faculty, Staff and Students with two unpaid parking fines who
incur a fine for a third parking violation will also have their
vehicle towed at the owner/operator’s expense after having
received a third parking ticket.
Appeals
Tickets for parking violations may be appealed in writing to the
College’s Ad Hoc Parking Appeals Committee within ten calendar
days of the violation. Decisions of the Ad Hoc Parking Appeals
Committee are final.
Decisions of the Ad Hoc Parking Appeals Committee will be
communicated to the person making an appeal. If an appeal is
denied, the fine must be paid within (10) ten calendar days of the
Committee’s notification.
Special-Use Parking Areas and Permits
The College, as a general policy, provides unreserved parking
to Faculty, Staff, Students and Visitors on a first-come, first-served
basis. However, the College recognizes the fact that there are
some situations or needs that require the restriction of parking
areas for a special use or issuance of temporary permits to park
in otherwise non-parking areas. The following procedure will
be followed in establishing any special parking uses:
- All requests for special use parking arrangements or a change
of an existing arrangement will be submitted to Campus Police.
The request must contain a description of the need and a
justification for the special parking arrangement.
- Campus Police will review and take action on all requests in
the normal course of their activities.
- Following the direction of the Office of Campus Police decision
on any request, the Organization will make arrangements for
the identification of restricted parking areas and/or the issuance
of any permits, tags or other devices as Campus Police may see
fit for the enforcement of the special use.
- Special use parking arrangements will normally have a
maximum of one week’s duration.
Bicycle Parking
Bicycles must be parked in areas provided or parked in a
manner that does not impede the flow of pedestrian or vehicular
traffic. Bicycles must not be parked inside any College building.
Vehicle Towing
Any vehicle that is parked or left unattended in a location that
blocks or impedes traffic will be towed at the owner/operator’s
expense. This includes any vehicle that blocks or impedes access
to a service drive, fire lane, roadway, or other traffic service
access.
Vehicles will be wheel locked or towed away if the owner or
operator does not make arrangements to pay for any citations
previously issued.
